          Anti-Trafficking Information System ( ATIS ) to prevent minors/ children trafficking, based on Blockchain technologies. 

          • During the last years, according to the data provided by the UNODCreport for the Republic of Moldova, the human trafficking phenomenon decreased for the area of trafficking in persons in general, but it did not chance in the area of trafficking in children http://lastrada.md/eng/trafficking-in-human-beings  

           

          How can a person without documents prove his/her identity?
          Of course, firstly, the preliminary biometric data are taken. The more these data will be taken initially, the easier it will be to identify the person in the future. Modern face recognition technologies are constantly improving and, if beforehand, it was possible to deceive such systems by using a photo, now Apple, by using its FaceID technology, replaces the TouchID for 3D face recognition in the infrared range. Fingerprints, even at the dawn of criminology were considered a standard for identification, although it requires a high-quality equipment a rapid and high quality taking of several fingerprints at once. 

           The issue with children is that parents' consent is required to conduct fingerprints of minors, which in a way restricts this procedure, but ultimately does not cancel it. Modern biometric passports with chips have a wireless interface and allow you to store a digital fingerprint and, possibly, the iris of the eye in a convenient medium. However, not everyone has a passport, the birth certificate being often the only document of the minor, and the imperfection of it often becomes a reason for a fraud. For instance, some foreign information sources provide a sample some operators of the federation of biathlon were engaged in the export of children under the guise of athletes. 

           Ultimately, any document not tied to modern means of identification can be subject to forgery or fraud, when different minors for entering and leaving a country several times can use the same document.

           What is proposed as a solution is a single biometric identification of a person and his/her set of documents. Why blockchain? This ensures in-variance of the input data (the mathematical model guarantees this); the impossibility to make changes to the chain of events – for example, to change the date of the document creation, to change the data about crossing the border, or eventually delete data from the system. Why cannot this be achieved through a centralized base? Generally, this can be achieved using a centralized register, but here we must be completely honest – experience shows, however, that this is very difficult. And there is evidence in the form of criminal cases involving falsification of data or their removal - change. Thus, our axiom – there is no 100% trust; but blokchain is exactly based on the principles of the new crypto world – reliable transactions and data acquisition in the conditions of complete distrust of all participants.

           Decentralization (as a basis for blockchain) will make the system stable to administrative or so-called internal (when employees are a weak link in this system) data change.

           Mobile application ATIS identification – the camera will take several pictures – will send them to the processing center – determine whether there is such a person in our system and we get from blockchain all the related information and what documents he/she has. This is a scenario for a person without documents. In the case of verification of minors – data from the birth certificates are entered, for example, and we get information form blockchain for comparison - we will conduct the procedure of digital identification (Iris Fingerprint Photo etc.), and we get a comprehensive information about the person.

           Our company, Alfasoft, is a developer of information systems for the e-gov sector. We participated in the development of border control systems (Zambia), as wel as information management systems for migration services (Moldova, Zambia). We have enough knowledge and experience in the Republic of Moldova in automating of e-gov services.
